I don't think that's right for the 25th. Impeachment, yes, the 25th, I don't think that's possible and be within the letter of the law.

While it's possible the amendment could be used to sideline Trump, it's unlikely to succeed. Here's how the procedure would work:
A majority of Cabinet members would have to sign the letter, but it's unclear whether acting secretaries can vote. Elaine Chao's resignation, effective Jan. 11, and the administration's withdrawal of Chad Wolf's nomination to serve permanently as Homeland Security secretary are added complications.
When Grassley and Pelosi receive the letter, Pence would automatically assume the office as acting president until Jan. 20. Trump would not be removed from office, but would have no presidential power.
If Pence and Cabinet members wish to challenge Trump, they would have four days to write again to Grassley and Pelosi. During that time, Pence retains power.
If they don't, Trump regains presidential power.
If they do, the vice president continues as acting president and the decision shifts to Congress, which would have up to 21 days to vote on who should have power. A two-thirds majority would be needed in each chamber:

There is still the argument of is the 25th designed for this type situation, and not just some guy who falls into coma or some other physical incapacitation. 25th ain't happening. Impeachment will.
