So by that logic, behaving improperly doesn't rank above behaving properly. For example, do you consider it proper behaviour to sit in a park with a trenchcoat on and nothing else, flashing young kids as they walk by? Can you rank that behaviour against sitting in a park watching kids play? Is one behaviour better than the other? Or is it impossible to rank them?
