In studying Canadian criminal law it's actually necessary also to consider
Federal and Provincial parliamentary legislation that may have amended the
Criminal Code.
In relation to prostitution and child prostitution, it appears that several
pieces of federal legislation have been passed amending the criminal code. One
important example is Bill C-15 (An act to amend the criminal code) which
received Royal Assent in 1987, and went into force in 1988. C-15 prohibited
patronizing a prostitute under the age of 18, and increased the
punishment for living off of the avails of prostitution when the prostitute is
under the age of 18.
Unfortunately, I can't find the full text of C-15 (1987) as passed online, and
I don't have quick access to a legal library with the full text. However a
summary of the relevant legislation is available here.

So it seems pretty unclear to me what it means to say that `Prostitution is
legal in Canada with 14 year olds.'
If I were giving out legal advice, and I'm not, I would repeat what I said before: stick to
women over the age of 18 if you're going to Canada, and ask them for ID
if there's any reason for doubt.
