I'm going with the most benign form of ballot harvesting, and something I've personally witnessed. You're not going to get folks on the left to comment on stuff like you just mentioned. Hell, they don't even like mentioning the two words together in the first place.

No, I'm talking about the guy who shows up at an apartment building (I've personally witnessed this before) and says "hey! are you voting in the next election?" And gets a "not interested" answer. But then says "ya know, I have a ballot right here, its convenient. If you fill it out, you get a $15 Papa Johns pizza free coupon!" As the person agrees and starts filling it out, the harvester "advises" some good choices when the disinterested party goes "I don't really follow this stuff or care about these people".

Do this enough times in enough apartment buildings and the like and viola.

That is exactly what I witnessed. He received a pizza coupon to fill out the ballot. The person who handed him the coupon was clear he was giving the coupon to encourage the "Get Out And Vote" initiative. He was not being paid to vote a particular way.

So that would be flat out illegal and goes way beyond what you call harvesting. For the record I don’t disagree that paying people to vote is egregious but it is already illegal.

Take the Pizza coupon out of the equation. You agree with going door to door to get people who don't want to vote to fill out a ballot?
