It's the Persuasion. They call it a religious war because they are trying to justify their existence. But ISIS has killed more Muslims than they have from any other religion.

Terror attacks in the West are only to foment more hatred towards moderate and normal Muslims so that the Western nations prevent refugees from leaving ISIS controlled areas.

Of the hundred killed in the name of Islamic terrorism, about 50 were killed at the gay nightclub in Orlando. It's unclear if that was actually a homophobic hate crime vs an "Islamic" one.

The GAO report made that claim because there was no note or documentation that he explicitly did it in the name of "Islam". However the GAO report did mark the incident as Islamic terrorism for the purpose of their statistics solely because of his ethnicity.
