To my knowledge, the Posse Comitatus does not apply to the Coast Guard and the National Guard.
Furthermore, I can't remember the specific Executive Order signed by Obama regarding the President's authority when a state of emergency is declared. But, he executed one that basically states if the President declares a state of emergency the president can basically institute martial law.
It doesn't. National guard and Coast Guard are exempt. But national guard has to be called up by the state governor, not by the President.
Martial law is a different ballgame altogether and would meet with massive resistance from Chicago population. That comes with a suppression of all sorts of inalienable rights.
You know how obama was bringing in civil rights commissions and jacking local police departments with orders.
Trump will bring them in to chicago. Tell them their administration inability to protect black people from being killed is a civil rights violation.
Then he we tell them what they must do to fix it. I would think a few more jails, stronger community policing, and curfews would be a big start. Why not throw in a little stop and frisk to start.
Next you would tell them they need to turn welfare into workfare. Maybe consult Giuliani because idle hands are no longer good thing.
Then eliminate benefits cliffs - but tax benefits at the same rate democrats tax income and see who the people start voting for.
Basically give inner city people skin in a game worth playing.

I think that what may happen is that the DOJ will obtain a judicial consent decree effectively placing the CPD under federal oversight or federal administration for a period of time. Its not that uncommon. The LAPD was subject to federal oversight for years. Baltimore law enforcement is under a similar arrangement already.

I think Trump's popularity would soar if he sent troops into Chicago and secured the South Side. It would be a real shame though if Bill Ayers got shot accidentally.
