To my knowledge, the Posse Comitatus does not apply to the Coast Guard and the National Guard.I don't think Trump was referring to a breach or suspension of Posse Comitatus when he wrote that, but I would be interested in understanding a little more of how he envisions solving that with "Feds" legally. What does that mean? Is he sending in the FBI's assistance or the army?

Furthermore, I can't remember the specific Executive Order signed by Obama regarding the President's authority when a state of emergency is declared. But, he executed one that basically states if the President declares a state of emergency the president can basically institute martial law.
It doesn't. National guard and Coast Guard are exempt. But national guard has to be called up by the state governor, not by the President.
Martial law is a different ballgame altogether and would meet with massive resistance from Chicago population. That comes with a suppression of all sorts of inalienable rights.
I think Trump's popularity would soar if he sent troops into Chicago and secured the South Side. It would be a real shame though if Bill Ayers got shot accidentally.
