Just 2 cents:
1. Without border walls blocking views, people coming/walking towards any border walls can be easily observed from afar. Anyone wanting to dig a tunnel underneath border walls must be a long tunnel starting at a distance far away from solidly-built concrete border walls.
Without border walls, one security guard can control a wide border due to wide observation angle being almost 180 degree angle view is allowed, even standing on ground.
2. With the help of solid concrete high-rising walls blocking views, digging tunnel can be absolutely much shorter. And multiple underground tunnels can be built concurrently. Would be very hard to monitor/control constantly 24/7 when several people climb with ladders over walls simultaneously at night along a long wall.
Any underground tunnels can be much much shorter this way! Also more effective too!
With border walls, some people might feel safer and easier for trials! However, much higher costs and greater manpower demand as well as equipment/infrastructure for border control.
Not only the huge money to build the border walls, but also the ongoing money/cost to control daily the border walls!
3. During the erection process/period, or immediately after election results, a sudden surge of people , many times more than normal annual figures, would have to pass the border sooner better than later, before it's too late after erecting walls! Fearing they cannot pass the border in their whole life anymore! Big problem temporarily!
4. In long run, the net effect of high rising border walls could be approaching zero! Disregarding operational costs annually! More underground tunnels can be used for transporting drugs too!
