Ate you claiming that the legislative branch suddenly owns meeting with foreign leaders and setting policy? This is the purpose of the Executive branch and the State Department; not of members of Congress.

The house has the power of the purse and oversight over those funds. It is entirely appropriate for congress to meet with our allies and visit military locations.
