I am saying that the best and proper reading is that penalties for not standing are not delineated.

Employers put things in manuals as suggestions. Instead of getting into lawsuits about what you can and can not force and employee to do... you just terminate the employee. When terminating an employee especially in an at will state... the main thing a company does is makes sure its not terminating an employee on grounds which could infringe on that employees civil rights.
So... you can see the NFL manual is very cleverly written.
It compels the players attendance (which is clearly and employers right) and it suggests he should stand so as not to piss off the customer. In a sense taking it out of the civil rights context and into the customer service arena.

"In an email, Brian McCarthy, the NFL’s vice president of communications, shared the portion of the manual that addresses the anthem, and that language is what has been shared on social media but mistakenly attributed to the rulebook.
McCarthy stressed that passage about the national anthem is a guideline and not a requirement. The key words in the operations manual are “should” and “may” and not “must.” No player is required to stand at attention.
