The reason why the president was unable to quickly appoint all the representatives of his diplomatic corps is due to the actions of some senators.
In particular, Republican Senator Ted Cruz blocked voting on all candidates of the State Department because of his disagreement with the decision of the Biden administration to lift part of the sanctions against the Russian Nord Stream 2 gas pipeline. Therefore, Biden's top envoy to Europe, Assistant Secretary of State Karen Donfried, took office in October, five months after the president first nominated her.

So I expect Ted is doing something where he wants to call the shots on who gets put through and who does not. Biden is not playing his game.
Find me an example where an important nomination isn't made because it may be held up. That's not how things are done. Biden is rightfully being criticized.
