Going as fast as you are able, can you run up a flight of stairs as quickly as you can run down a flight of stairs?

No, but by run if you mean "leap" down stairs, parkour style, then yes, vastly quicker going downhill.

As to the plastic shopping bag ban, won't see that until 2014, April.

Indeed, winter depression is setting in...

I haven't been fishing in a while, good suggestion. But due to to my aforementioned melancholic state, I feel it's best to stay way from both water, fire and heights...

I don't know many Finns, but maybe I should find some. I sure could use some vodka...

It depends, if one does not have to use every step , one might be able to run up faster than down... The width of the steps and the angle of the staircase is also quite relevant...
