From my own personal knowledge, development of a victim mentality in our black communities is a serious problem resulting in self-defeating, and destructive attitudes. A social worker here told me awhile back that some parents are telling their children that "the white man is the devil".
I don't know the best way to combat these self-defeating attitudes and help our black communities overcome them, but I'm quite sure that politicizing this problem, by blaming one particular political party or another will not help. I'm not a democrat by the way.
None of us should be blind to police abuse and law breaking in some communities. It is rather clear that reforms in the justice system are badly needed. Those of us who seldom or never deal with the police and our system of justice have very little interest in reform though we have both the means and the influence to bring it about. Those who are caught up in the system do have an interest, but not the means. It's a problem! At the least we need to get completely away from our criminal courts and police departments being funded substantially by fines and proceeds from seized property. The conflict off interest here is blatant! We must stop that!!!

However rioting in the streets while looting and burning buildings will only have the bulk of society demand a further crackdown. Peaceful protests can bring about change along with taking part in the political system to address the issues.
I believe the first step should be a requirement that all law enforcement officers wear body cameras and all video is preserved. This is quickly provide evidence of what occurred in all disputed situations.
The second thing is the need to end all civil forfeiture in situations where criminal charges are not pressed.
