No offense intended but I think your take is a bit "racist", and let me explain why. You impute the expectation that blacks and mexicans will "take care of their own business" in the "right environment" And yet, no matter what the environment: hand outs and victim status with preferrential hiring and academic schemes and under oppressive discrimination. The outcome seems to vary little. The notion that these people need to conform to your white, western standards and if they do not that this means there's something "wrong" with them, and they need to be "fixed" so that they can be more like you. The assumption that the could, would, or should conform to your standards and your concept of achievement is in itself very supremacist. What's clear is that many groups have different kinds of societies which they prefer to create.
I agree with part of your point however- forced integration was the worst thing to happen to American blacks in quite some time. Many of them, at the time, did not want integration and did not want to be bused to attend white schools. Most wanted Jim Crow gone, and equal rights, but did not want busing and so forth.
