Yes, I had a disconnect/reconnect and charts stopped updating around 11:44am. The chart software (Sierra Chart) however does not show a disconnection with OEC and appears to be reconnected but no new bars are being drawn. I am no longer going to use OEC as a primary broker because these issues are now far too persistent to ignore and I consider myself lucky that I have not lost that much money because of these problems. I will now keep OEC as a backup account only and hopefully in the future they will return to a more stable and reliable system.
