Wages will rise when people don't sit at home doing nothing. Would you rather earn $28,000 doing nothing, or $32,000 doing a 40 hour week? Even wages at normally prevailing market rates above what people earn for doing nothing is not enough to induce many to be productive members of society.
In the past prior the pandemic, unemployment had a requirement you had to prove you were actively seeking work each week. Under pandemic employment -- handing out usually more than people previously earned -- this is no longer true. This entire setup is training people to be lazy -- especially when there effectively no time limit on pandemic unemployment benefits and they keep getting extended with no final end date in sight.
A competitive labor market with wages aligned with the local market -- is only possible when the government isn't paying people to do nothing while not even requiring them to seek employment.
Or employers can finally pay fair wages thats higher than the unemployment wages
