If the FBI approaches Cabinet officials to use a federal law to declare the President unfit, the Cabinet members can refuse, they can take it public and have the IG investigate the actions, the Cabinet members, even if they agree, must follow due process protocols to delcare a President unfit and that is a really high bar to get over. If Cabinet members are unsuccessful at doing so then they can be fired and replaced.

The president is pretty safe from factions pushing him out of office simply for the fact they don't like his politics...it is not treason unless they choose to do so by force or illegal means.
