I guess all bio should be closed. But if accident happened you should inform the people to prevent the disease.
In Jan/Feb, it took at least a week or two to confirm a covid-19 case from typical pneumonia without the standard nasal swab test. Doctor must be a good detective and patiently rule out all possible known infections one by one from lab tests or failed treatment.
