I'm just referencing what I've read. You rarely/never know the truth. When someone has an agenda, they're likely to say anything.
Whether they "understated" (lied) by a factor of 20x or 100x... the bottom line is they the likely lied about the severity.
The point was not economic comparability, rather chances of successfully implementing something like that. China will refuse to pay so at that point you have to sanction them... which is going to be incredibly painful for the economy since they are the world's second superpower.
