But the independent and secure air and water supplies and reinforced windows and window-frames all simply add to the load borne by the load-bearing steel members of the original structure. Nothing suggests the underlying building structure was reinforcied nor even modified to bear the weight of the command center(s). Its likely any additional payload weight actually enhanced any structural collapse. Nothing in those modifications suggest anything that would preclude the normal symmetrical failure mode of a steel-framed building of this type.
In the technical sense it just sort of ends right there for engineers. Show me that the building was reinforced structurally in a way that would preclude its collapse. Show me.
