As I said, the science kind of ends right there.
I don't see where they changed a single original structural element of the building to accomodate various agencies. All the added stuff is just bling on top of the orignal load bearing steel members. No amount of cassons or lashing changes the fact that there was hundreds of tons of building above the fire area and somewhat compromised design due to the power substation. It wasn't going to take much to bring that building down and the failure of one corner caused a collapse laterally across the structure.
