The term you're looking for is 'humanitarian aid'.
It's $3.8 billion now. It's not important? It's 20% of US foreign aid budget, math is hard?
$10.1 million per DAY out of US taxpayers' pocket.
Meanwhile Israel is constantly expanding and running offensive wars against smaller neighbors.
Baltics for example need the money much more, being poorer and being surrounded by an army many times bigger, as I already stated.
If incomes are irrelevant then Finland would be the next in line.
No wonder Israel looks at America as its servant.
Israel once in a while conducts airstrikes or covert actions against countries that play offensive options. It is all justified.
Each year US spends $50B easy on keeping 2 million people behind bars at $50K a year. Lot of these are in for pity crimes that do not warrant even several months of jailing. $3B is peanuts compared to that.
When was the last Russians fired a rocket or tank or even a bullet at Baltics? On the otherhand if Russia decides, Baltics will be absorbed by Moscow within 24 hours, with or without NATO's help to Baltics.
Economic mess in Baltics, Ukraine is more to do with internal corruption and looting state treasuries and then emigrating in the west, than with any other factor.
WHO reports that 1/3rd of world's food production is wasted in storage and other inefficiencies. An example of India wasting $14B of food grains a year while 1 in 5 kids have stunted growth due to low nutrition.

"The paradox of millions going hungry in India while food goes to waste is receiving increasing amounts of attention as the FAO stresses that one third of food produced globally for human consumption is wasted every year."
This brings back to external aid topic. It should be heavily scrutinized and any case of corruption or inefficient use should result in cancelling or modification of the terms.
