Then prove it wrong - your source brings up old data and projections, nothing to do with current data. What has IEA projections got to do with what China itself is doing?
But, but, China has promised to try real hard to do better and we should take their word cause you know, they've been so trustworthy in the past. But, but the threat of global catastrophe imminent, and you American evildoers must finance the polluters thereby helping them to grow and pollute more. Nobody said to take their word for it, there are independent agencies tracking it and they are indeed doing better.
