Just take a look at New Zealand, Germany, and South Korea. Following these best public health practices will reduce the R rate to below 0.8 in a community.

Note that the U.S. (until COVID showed up) followed a strict process of Testing and Contact Tracing for breakouts of TB, measles and other diseases. These efforts were all very successful and stopped communities from having uncontrolled breakouts of diseases.

South Korea followed the best public health practices with full testing and contact tracing... this minimized they lockdowns they needed to do... and allowed them to do it on a regional basis (usually by city) when mitigations needed to be applied.

South Korea was a leader in the COVID pandemic response - they got on top it quick and fully used tools to reduce the spread quickly (something the U.S. should have done). Trying to claim that South Korea would not resort to any measures necessary including a national lockdown is laughable. Their leaders were willing to any measures necessary to eliminate COVID-19 -- the country was well prepared due to previous scares with SARS, MERS, etc.
