What any reasonable prosecutor should know is that a secretary of state that has signed non disclosure agreements on classified info knows what 'c' stands for and is lying through their teeth if they say they don't.

I guess intent to transmit classified info means something different when you're not a democratic big wig that the deep state would like to insert into the oval office. If you're just a regular guy, it's off to jail with you.

I have fairly extensive experience handling classified documents. I don't recall ever seeing "(c)" as a substitute for "Classified". But hey, maybe there is new stuff in the last 50 years.
D.P. Moynihan's Book "Secrecy" makes good reading, if you want to understand how damaging Government Secrecy is.

you seem to be implying that because secrecy is sometimes a problem... hillary's criminal or close to criminal activities should be allowed?

You don't even understand how classification laws work - if something is not marked and the receiver of such info doesn't think so, should the government be then able to prosecute someone because someone later says that it should be classified. Government can imprison anyone based on that criteria which is why it's never happens. And how would an OCA breaking the law by using her authority to not classify/declassify as she thinks it to be at the time.
