I dont care how good a school system is. Unless you have a mother and father making sure their child is doing their homework, respecting their teachers, and not out til midnight on a school night, the quality of a school system is meaningless. Parents need to be involved.

This is a false equivalence. That there is any unarmed white or black person, killed by a white or black cop should be our concern. This , ideally, should never happen! Yet it does, and it's surprisingly frequent! That's telling us something. We must do what it takes to stop it. Sending a few cops to prison would go a long way toward stopping it, I would think. When people run from the police, there are almost always good options available other than killing them. The cure may take fewer, not more, policemen. It might take better educated, more professional, better trained, higher paid policemen.
I 'm not sure what it will take, but these would be my recommendations:
a) Fund police departments as a fixed line item budget, and break any link among fines, police budgets and court budgets.
b) Get rid of qualified immunity.
c) Put all police departments under citizen boards with absolute authority to review, investigate, and hire and fire officers and the police chief.
d) Raise the educational requirements for police officers and raise pay accordingly, hire fewer, but better trained officers.
e) Demilitarize police departments.

The good thing about the defund the police narrative by BLM and Antifa thugs is when it happens in extreme liberal states run by Democrat Mayors and Governors, when black thugs shoot each other and get killed, it saves those states monies. If you had to arrest one black thug, you would be spending tens of millions locking him up, taking care of him if he gets sick, providing him with a top notch attorney, etc. See, nobody cares if black thugs kill other black thugs since, they cannot play the race card. Just like Chicago where they average 60 people shot each week. Most of them blacks killed by other blacks. They would in effect be thinning the herd so, to speak. Police do not even have to risk their lives anymore. Just write a report and sign it.
