Quote from Arnie:
Again, that is not the original "Cerificate of Live Birth". Its a "Certification of Live Birth". That document was commonly issued to children born OUTSIDE of Hawaii.
[§338-17.8] Certificates for children born out of State. (a) Upon application of an adult or the legal parents of a minor child, the director of health shall issue a birth certificate for such adult or minor, provided that proof has been submitted to the director of health that the legal parents of such individual while living without the Territory or State of Hawaii had declared the Territory or State of Hawaii as their legal residence for at least one year immediately preceding the birth or adoption of such child.
(b) Proof of legal residency shall be submitted to the director of health in any manner that the director shall deem appropriate. The director of health may also adopt any rules pursuant to chapter 91 that he or she may deem necessary or proper to prevent fraudulent applications for birth certificates and to require any further information or proof of events necessary for completion of a birth certificate.
(c) The fee for each application for registration shall be established by rule adopted pursuant to chapter 91. [L 1982, c 182, §1]

Also, until very recently the State Dept of Hawaii DID NOT accept "Certifications of Live Birth" as proof of being a native of Hawaii. Here is a copy of a "Certificate of Live Birth" from 1963. Its much different from a "Certification of Live Birth" which could have been issued at any time.

Also noteworthy is the fact that 2 newspapers published announcement of Obama's birth, BUT this does not mean much since both papers get this information directly from the Dept of Health, which issues the COLB.
1. It wouldn't say he was born in Hawaii
2.That law did not start until 20 years after Obama was born.(I guess the next step would be is to argue that he is actually 20 years younger then he claims)
Claims that the certification of live birth is irrelevant
Lt. Col Terry Lakin's attorney, among others, has claimed that anyone, including foreign-born children, could acquire a Hawaiian certification of live birth, and so Obama's possession of such a certificate does not prove that he was born in Hawaii.[57] However, the suggestion that this could have applied to Obama was rejected by Janice Okubo, director of communications for the Hawaii Department of Health: "If you were born in Bali, for example, you could get a certificate from the state of Hawaii saying you were born in Bali. You could not get a certificate saying you were born in Honolulu. The state has to verify a fact like that for it to appear on the certificate".[33] Another fact that refutes this specific claim is that the law allowing foreign-born children to obtain Hawaiian COLBs did not exist until 20 years after Obama was born, while Obamaâs published COLB says his birth information was recorded four days after his birth in 1961, and explicitly states that he was born in Honolulu.[58]
