    They already are doing that - the Bucha atrocities were apparently in "retaliation" for Ukrainian army attacks that killed some Russian soldiers in the area. That did not deter the anti-Nazi partisans during WWII, it will not deter Ukrainian partisans killing Russian soldiers.
