He wanted them to spend more on their military (which, we find out, was a great idea that was not listened to) and he wanted to hold them to their obligations under NATO, which they shirked.
Compare that to Biden who practically authorized Putin to do a "limited incursion" and explicitly promised him that there would be no American boots on the ground no matter what.
