As a white southerner, anything he did was going to be criticized. He had already lost a federal judgeship over made-up racial charges that were ridiculous on their face. So it's easy to see how he wanted to err on the side of avoiding controversy, but it was the wrong decision.
In fairness, neither he nor Trump could imagine the deputy AG would fold like a cheap lawn chair at the first hint of media criticism and appoint Mueller, but they appointed him. In a perfect world, Trump could have appointed someone like Christie or Guiliani as AG, and he still might, but they had their own baggage.
