the answers to some of your questions are irrelevant... you are just trying to douche up the point... that irresponsible govt spending in exchange for votes is unsustainable and can crush taxpayers and lead to the rotting out of cities and states... as democrats have done to cities up and down the east coast and detroit.

If you don't want to explain the importance of that document to you, then don't. But it has little to no meaning in and of itself.
