I dont buy it.
I believe that most would agree that that monies will improve the quality of life of anybody (even monks that practice to "cease to desire"). If at the very least to build an infrastructure from which a society can grow, if no thrive.
THe arab nations can certainly help big time with this, but dont. Just curious why
