No one's talking about skilled trades. The tradesmen are NOT the shit jobs. Licensed trades have never been a problem in disaster recovery for the very reasons you speak of. Their premium price-tag has always been accounted for in the underwriting actuarial's for high risk zones.
But for every $75/hr electrician, HVAC tech, plumber, finish carpenter, lineman etc.... there are probably at least 10 illegals heretofore making less than $10/hour. So like you said, wages will just have to go up because there are no "entrepreneurial Millennials" that are gonna operate a pan-shovel for 12 hours a day at $10/hr. So yeah, when you start paying $35 an hour to chainsaw fallen trees and dig mud out of basements, America's youth will probably show up. So like I said, this one is gonna be a whole new game.
We are still operating on the false choice of either having native born americans or illegals. No one wants legal temp workers because we know that the government will not track them. Then they are responsible for certifying to the government that they are still in contact with them and certifying to the government when they have left so that the government can run a computer check to confirm their exit. In addition the sponsoring country needs to post bond for all of them. If you bring one in who is accounted for then you pay for the tracking him/her down- bigly. They will smart real fast about who a good and reliable hire is and is not. In addition, employers should be allowed to withhold a large but reasonable portion of their pay until they have completed their work period and it will sent to their home country and must be personally claimed their. Employees need rights and protections and if employer doe not pay, then the government needs to lock them up. '
When we start getting serious about tracking temp/seasonal workers then we can talk about bringing more in. There are solutions all over the place. The government cannot even run a computer check now when someone overstays their visa and give you a body count by region.

So, what I am saying is that if you say to me "we dont have enough workers in the hurricane area and need to bring some in outside the country but their will be background checks, company oversight and sponsorship, and certification of their leaving by their scheduled exit date, then I am willing to talk.
On the other hand, if you dish out the same old shiite which is "americans dont do work so thats why letting uncontrolled illegals coming into the country is good for the country and the economy, then don't bother.
