We have a new human with three arms, and in this case, which occurred during the course of this conversation (rofl), the third arm doesn't look too bad. Might even be operational.

Not hard to imagine, given enough instances of mutation, a human with two good extra arms. Would it still be human? What if it could only procreate with like individuals, but not with us? Anyway, such visible mutations were likely snuffed out by our ancient ancestors out of pure fear.

The egg, in mom, came before the new entity, let's call her homo tripiens, lol.

You're acting like a retard again, but don't take that statement as a personal attack. For one thing, it's an accident of genetics. For another, it could be an evolutionary advantage.
