Looking at the chart, is it possible there is a lag between real time borrowing vs tax collection? Seems like you could not have an accurate reading until the quarter had completed and all borrowing/tax revenue was tallied up.
 
If you look to the past... it took a year or 2 before the full effect of the tax cuts kicked in.

These are projected deficits based on budgets submitted to the treasury, they are very accurate in non-war times.
