I reckon Manafort is the star witness for Mueller. Wouldn't be surprised if NY has charges for Cohen at the ready in case of a pardon.
The charges may be different, but wonder if the circumstances that lead to different charges may not be thrown out as well. For instance, if the FBI was looking into collusion and found state related crimes which were referred to the state AG. If trump pardons the charge that led to the discovery, is the discovery null?
