What is so bad about that?

That the regime chooses who can cheat and steal and who can not. All the party leadership are multi millionaires and you are allowed to be rich as long as you don't criticize the system (and possibly bribe the leadership)

Most of the time the prosecution is political, and not criminally motivated.

But you're assuming the rest of the system is totally corrupt as well.
Which is the case in most jurisdictions around the world now.
Having a corrupt FDA Commish is pretty bad,
handing a death sentence to many innocents.
When you do that with a gun, it's called murder or manslaughter.

Less than 15 years ago, the equivalent of FDA Commissioner in China was executed
for dishonesty, bribery ,etc.
At least, that gets everybody'a attention.
