Well with a Cdn passport you are Cdn - though I guess you mean dual citizenship Chinese born.

However all Canadians have to be careful. The USA broadened it's tax grab to include those with "substantial US ties" meaning that you must be very careful about not overstaying the 180 days and also things like owning a house in USA can put you over the line and then the IReallySuck (IRS) bureau will tax you like an American.
You have to show your ties are stronger to another country - like Canada - showing residence, banking ect.

Pretty sure that section of code hasn't changed in quite some time, nothing new there. It's equally in issue in almost any European country and would be the same for an American who spent more of the year than not in Canada vis a vis Canadian tax liability.

The simple solution for snowbirds, file US income tax. Pay US taxes on US earnings. It's not that complicated.

China doesn't accept dual citizenship. Mainland Chineze citizens are required to give back their chinese passport and ID upon getting a new citizenship (they don't all do so)
