However, you're making the assumption that people who are voting absentee are the vast preponderance of those ballot harvesters turning in ballots. I don't actually have a problem with that, if it were the case.
No, I'm talking about the guy who shows up at an apartment building (I've personally witnessed this before) and says "hey! are you voting in the next election?" And gets a "not interested" answer. But then says "ya know, I have a ballot right here, its convenient. If you fill it out, you get a $15 Papa Johns pizza free coupon!" As the person agrees and starts filling it out, the harvester "advises" some good choices when the disinterested party goes "I don't really follow this stuff or care about these people".
Do this enough times in enough apartment buildings and the like and viola.
