You need to check out the war powers act and the constitution sometime.
"War powers act" ??? That Act does not impart any authorization for the President to attack another country that has not attacked the U.S. The war powers act deals with emergency, defensive response of the U.S. Certainly Clinton violated the act with his bombing in KoSovo. Obama Attempted to use NATO as a cover for U.S. participation in the Libyan conflict. Certainly, Trump violated the Act. He could have gone to Congress and obtained specific authorization that would have got around the War Powers Act, but of course he didn't. Clinton's action was challenged in Court. The court ruled that it could not adjudicate the matter.
In attacking Iraq, GW Bush got around the Act by going directly to Congress for prior authorization.
To settle the issue once and for all, Congress should impeach and convict Trump. Let Spence take over. That would establish who is in charge when it comes to warfare. Congress decides who shall be militarily engaged. The President shall be in charge of carrying out Congress' wishes. At least that is what was intended, when Congress overrode Nixon's veto of the Act. .

There is no such thing as "pure free enterprise capitalism" on any scale other than perhaps local that does not quickly degenerate into tyranny. Of Course Koch doesn't know that, but he ought to.
At least he wasn't a Nazi collaborator like Soros.
