You know, that is a very good point that had not occurred to me. I am sure he received assurances from the military and CIS that they were quite confident it was Syria. You know, like they were confident about the Russian hacking, then it turned out they specialize in leaving a false trail of evidence.
In exigent circumstances, yes. Like when our forces have been attacked or there is an ongoing battle, like Benghazi. Because Ivanka is crying over sad pictures, no.
