Analysis of Trump’s Tax Plan Shows Big Cuts in Taxes, Federal Revenue
Proposal would boost after-tax incomes of wealthiest by average of more than $1.3 million a year

"Donald Trump’s tax plan would cut federal revenue by $9.5 trillion over a decade and boost the after-tax incomes of the wealthiest households by an average of more than $1.3 million a year, according to an analysis released Tuesday.

"The Republican presidential candidate’s proposal would lower income tax rates and exempt millions of low-income households, requiring significant new borrowing or unprecedented spending cuts beyond anything Mr. Trump has detailed in his campaign.

"Mr. Trump’s plan, first released in September, would eliminate 22% of federal revenue over 10 years, radically shrinking the government, according to the Tax Policy Center, a nonpartisan project of the Brookings Institution and the Urban Institute.

"The billionaire real-estate developer is proposing the largest, most aggressive tax overhaul of all GOP contenders. The center this month estimated former Florida Gov. Jeb Bush’s plan would cut federal revenue by $6.8 trillion over a decade.

"Mr. Trump’s website says his plan would be revenue-neutral. According to the center, the limits on tax breaks proposed by his campaign are nowhere near enough to overcome the tax-rate cuts.

"A spokeswoman for Mr. Trump said, “Many experts, including [economist and journalist] Larry Kudlow, have praised the plan since its release.”

"The GOP candidates are all proposing to cut income-tax rates on individuals and businesses while limiting some deductions. In a shift from 2012, when Mitt Romney promised to prevent increasing the deficit or shifting the tax burden from the highest-earning households, most of this year’s candidates aren’t making either of those pledges.

"By comparison, President George W. Bush’s 2001 tax cuts, first proposed when the government projected trillions of dollars of budget surpluses, were estimated at the time to reduce revenue by about 6%. President Barack Obama’s 2016 budget called for a 3% increase in overall revenues.

“The revenue losses from this plan are really enormous,” said Leonard Burman, the Tax Policy Center’s director. A bipartisan panel reviewed the report before its release.

"Mr. Trump’s plan would compress today’s seven individual income-tax brackets into three and set a top rate of 25%, down from 39.6%. It would exempt each person’s first $25,000, or each married couple’s first $50,000, from income taxation. The plan would cut rates on business income to 15%, eliminate the estate tax and curb some deductions.

"On average, each household would get a $5,144 tax cut in 2017, increasing after-tax income by 7.1%. The gains are highly concentrated among the highest-income households, which would get a bigger percentage of the tax cuts than the share of taxes they pay now. The top 1% of households, those making over $732,323, would get 35% of the tax cuts.

"On the lower end of the income scale, Mr. Trump’s plan would exempt 33 million additional households from income taxation. The study found 63% of households would pay no federal income tax in 2017, up from 44% under current law.

"The center plans to analyze other plans, including those of Marco Rubio, Ted Cruz, Hillary Clinton and Bernie Sanders.

"Mr. Trump’s campaign didn’t respond to multiple inquiries from the Tax Policy Center, so the analysts had to make assumptions about the details of his plan. Some of those assumptions, however, are generous to Mr. Trump. For example, his proposed 15% tax rate on business income would give workers an incentive to become independent contractors and avoid the higher rates on wages. The center assumed that the government would be able to curb such tax-avoidance maneuvers.

"The estimated revenue loss is close to estimates that a separate group, the Tax Foundation, released when Mr. Trump unveiled his tax plan in September. The Tax Foundation estimated the plan would reduce federal revenue by $12 trillion over a decade, or $10.1 trillion after accounting for economic growth. Tuesday’s analysis doesn’t attempt to measure any growth caused by the tax cuts, though it says deficit-financed tax cuts tend to increase interest rates and do little for long-term economic growth.

"Mr. Trump has said his tax plan would cost him a fortune and has pointed to his plan to tax carried interest as ordinary income, not capital gains, as a way to raise taxes on some wealthy investment managers, who he said are “getting away with murder” by paying so little.

"But carried interest minimizes taxes now because the top capital gains rate of 23.8% is so much lower than the top tax rate on business income of 39.6%, and the gap makes it attractive for private-equity managers to convert ordinary income into capital gains. Under Mr. Trump, capital gains would be taxed at 20% and business income would be taxed at 15%.

In an interview with Wisconsin-based talk radio host Charlie Sykes on Monday morning, Republican presidential candidate Donald Trump fell apart live on-air when asked tough questions about his record on the issues and his problem with women.

Sykes asked Trump about his treatment Heidi Cruz, who he attacked last week by threatening to “spill the beans” about her. Trump’s comments came after a political group with no ties to Ted Cruz or his campaign paid for advertisements featuring magazine photos of Trump’s wife Melania. Trump followed up his threat by retweeting an unflattering photo of Cruz’s wife Hedi.

“Is this your standard?” Sykes asked. “That if a supporter of another candidate, not the candidate himself, does something despicable that it’s okay for your personally –a candidate for president of the United States– to behave in that same way? I mean, I expect that from a 12-year-old bully on a playground. Not someone who wants the office held by Abraham Lincoln.”

“I did a retweet,” Trump said. “And it was art by someone else.”

“Your wife is a beautiful, classy woman, why can you not say the same about Ted Cruz’s wife?” Sykes asked.

In response, Trump explained that his decision to tweet the photo of Cruz’s wife grimacing was a very “mild” response.

“I didn’t even know it was necessarily a very bad picture of her versus [my wife] Melania,” he said.

After Trump asked that the interview be focused around policy issues instead of his Twitter timeline, Sykes hammered Trump for holding liberal positions in the past on issues like gun control, as well as campaign donations Trump made to Democratic candidates.

“Why shouldn’t conservatives here in Wisconsin think your claim to be a conservative is just a giant fraud?” Sykes asked.

“As a businessman, I never even thought about all the things you’ve talked about,” Trump said before lauding his past business successes.

“You’re not answering my question,” Sykes responded.

“I am a conservative,” Trump said. “I’m not so conservative when it comes to the pure aspects of trade… I believe in free trade, which is nice and conservative,” he said before repeating his usual talking points about being a tougher negotiator with other countries by threatening to implement costly tariffs on imported goods.

“It’ll never happen,” Trump said of a tariff. “But you have the threat out there.”

“Well you’re a much better negotiator than I am,” Sykes said. “But you just said it’ll never happen, so you’ve basically said your negotiating ploy is a bluff.”

Trump stammered and repeatedly insisted that other countries like China, India, and Mexico are “killing us.”

The Wisconsin primary is scheduled for April 5. Polls indicate that Cruz and Trump are neck and neck.

These ivory tower conservatives get their panties in a twist about Trump not being "conservative" enough. They never explain why open borders and amnesty, the biggest difference between them and Trump, are conservative positions though. They don't want to even talk about those issues.

The other big differences are on trade, where "conservatives" think handing over our manufacturing base to china is good policy, and foreign policy, where they think more wars and taxing ourselves to death to pay for the defense of rich allies who won't defend themselves, are the only allowable options.

Ditto here, though I disagree with you on the worth of O'Reilly. I live in a nice place, too. Worked for it. 6 years in college, paid for school myself*. Never had a paid vacation other than when I was in the military. Never even had the leisure of a salary. Not complaining about any of that. My choices. My wise, hard-working grandfather told me, "The world doesn't owe you a living... make something of yourself". And, "If you plan on eating regular, you also better plan on working".

All of this Lefty, big government, wealth redistribution, "50% of the population living at the expense of the rest of us" + the immigration threat crap makes me not only angry... worries me about the future of our country and my younger family.

In addition... thanks to "progressive income tax rates", I feel like I've been victimized by my government virtually every day of my adult life!

* I was denied financial aid from my college... because I am "a white male and a Vietnam war veteran". Can you imagine that sort of thing today??

These are some of the biggest and most important issues for America's SURVIVAL! We need to be on the "right side" of them, and currently we are NOT!!

Only Trump offers the possibility of "getting back onto the right side". All the rest of the candidates are merely establishment, "more of the same", lackeys.

"Republican presidential front-runner Donald Trump said Wednesday that there “has to be some form of punishment” for abortion if it were banned in the U.S. — as he says it should be — and that punishment should fall on the woman.

"Trump, who is currently struggling with women voters, was pressed on the issue of abortion during an interview with MSNBC’s Chris Matthews, set to air Wednesday evening.

"Matthews asked whether abortion should be punished, and Trump initially skated around the issue. He said some Republicans would say it should be, and that he “would say it’s a very serious problem and it’s a problem we have to decide on.”

"He then asked Matthews — but didn’t answer himself — “Are you going to, say, put them to jail?” and added he was anti-abortion and that “you have to ban” abortion.

“There has to be some form of punishment,” Trump said, adding “Yeah” when Matthews asked if he meant for the woman. The host asked if that punishment would be closer to 10 days or 10 years, and Trump said he didn’t know.

"Trump indicated he would be far more lenient on the man who impregnated a woman who had an abortion — he said he did not think they would bear the same level of responsibility.

"The Trump campaign quickly tried to walk back his comments afterward, saying the matter should be decided by the states. "
