You fail to recognize the context of the article. A bunch of activists in NYC made a case that "stop and frisk" was excessive. Police stopped doing it and then crime rates immediately soared and after this New Yorkers demanded that stop and frisk be used again
This is all reflected in the title of the article -

Across the U.S. (outside of NYC) the support for "stop and frisk" (which is actually not used in most communities) is much higher. The policy has majority support across the U.S. population.
