The houses has the power of the purse. Originates the spending bill and passed a bill which funded every existing aspect of the govt at that time.

Reid and the Senate demanded more and shut down the govt till they go it.

The important thing is that the public, and business, and establishment reps didn't see it that way. The tea party gets the credit for the shutdown.

I think that's true as well, they did. However, one day when we finally cannot pay our bills, it will be the Tea Party that says "we've been trying to tell you all along this was a problem."
 
the house funded the entire existing govt... they did not shut it down. Reid and Obama did.
