Government spending is the source of the problem. Any tax decrease in one area will be met with a raise someplace else. Until we get actual spending cuts instead of spending increases disguised as cuts the problem will continue. When these thieving bastards say they're cutting, they're increasing spending.
Let's see, we'll need another billion for that program, but we'll settle for 500 million. They all come out back slapping saying we cut 500 million. No, you lying thieving motherfuckers, you increased it 500 million.

You're being facetious I take it? No, spending cuts need to be made at the pentagon as well. We don't need another million dollar missile or billion dollar planes. What we have is sufficient. Where more money needs to be spent is on care for veterans who have survived the battlefield.

Keep in mind that original and only function of federal government proposed by the Congressional Congress was a unified national defense.

It was expect that each state would individually handle all other government functions.

Your previous suggestion, 13% for all, would be a massive tax increase on the poor, would reduce aggregate demand further (i.e., everyone's income), and would tank the economy.
 
I have thought about writing a piece around the theme of "Representation Without Taxation". Too many voters getting a handout and not paying anything to better things.
