Let me ask why fast-food franchisees in Georgia refuse to re-open for eat-in dining after a month of "re-opening"? While the franchisees of the same restaurants North Carolina are gleefully re-opening for eat-in dining today at the start of Phase 2 of our state's re-opening?
Why the difference between the two states? Could it be that the business owners in Georgia don't fundamentally trust their state government?
Whatever the reason, who cares? It is an individual decision of the business owner. Maybe, he or she has suffered huge losses so much that he or she is essentially bankrupt. Or he or she sees the volume of the business so low to make it profitable? You ascribe the reason when you do not know the reason? Unless, you personally, talked to the business owner, it could a thousand other reasons. Also, he or she could be a rabid extreme liberal who hates a Republican governor and will stick it to him by not opening his or her business? Doesn't really matter. In the greater scheme of things, businesses that are shutdown for long periods of time have very bleak chances of ever recovering.
