That's for the courts to decide. And trump is resisting requests from Congress so it is before the courts to decide. As I said, Congress has to tie a request to a valid legislative purpose and cannot just carry out investigations of individuals or presidents. That is the job of the executive branch. The exception to that is when they have a lawfully launched and congressionally approved/voted upon impeachment in process because they have separate authority - beyond legislation- to carry that out.
The courts will either side with Trump or Trump will burn up several months or more in having it before the courts. I note your objection in advance and assertion that Congress can do what is trying to do even without a vote- and that is fine. But does not change anything. The little plan to have this all over and done with by the end of October- as many of the dems said they wanted- is dead in the water. And Barr and Horowitz stand ready to dump the Horowitz report and all the material that Trump ordered declassified right after the impeachment is launched if it goes that way.
