The president of The USA, having the sole voice in the establishment of USA foreign policy, sends troops wherever he/she desires, withdraws troops wherever and whenever he/she desires, applies tariffs or removes tariffs, appoints or removes ambassadors and Secretary of State who carry his/her foreign policy to each nation and answers to him/her. This is only a small list of the examples of how the president establishes and projects US foreign policy. Congreff does not determine the direction of US foreign policy. ---By the way, recently when Kashoggi was murdered, the country looked to the president to see how we would react and it was his sole decision on what to do. Finally, if the president didn't have the sole voice on foreign policy, then why would the false narrative concerning the Ukranian call be able to be put forth at all?
The President doesn't have "sole power" over our troops. You're wrong.
As per Article 1 of the Constitution, Congress has the power to declare war. Now I can't imagine a situation where Congress would want war and the President wouldn't... but regardless, Congress can declare war... they don't need the President's blessing.
Also, he needs Senate approval for Ambassadors and Consuls. Same goes for Treaties, and they require two thirds of the Senate.
.....So he/she is certainly not the "sole voice" of foreign policy. Period.
And besides.... what is your point anyway? The whole issue here is he 2-faced and back-stabbed the Kurds (just like he did Cohen and others)... despite the advice of generals, advisors, and the intelligence agencies. Now Turkey has shut off the escape routes and the mass slaughter of soldiers that helped us in our efforts is imminent.
So what exactly is your point? Despite you being wrong on what you wrote about "sole power"?
