I don't really know if this any worse than anything that has been said already. It feels that way:
Clinton E-Mail Use Violated Rules, State Department Audit Finds
Democratic presidential front-runner Hillary Clinton’s use of a private e-mail system while she was secretary of state violated State Department rules, the agency’s Inspector General concluded.
The audit by the State Department’s independent investigator found no evidence that she requested guidance or approval to conduct official business via personal e-mail on a private server -- and concluded the agency likely wouldn’t have granted the request. The Inspector General also faulted the State Department’s handling of electronic records and communications beyond Clinton’s tenure...

If you want to compare countries, here is a good site to do this. For example:The Bern is preaching the same ideas that ruled Cuba. Their citizens were out foraging for "alternative foods" in the 1980's, that's turning over a rock and eating the grubs. Venezuela voted for the same thing and now they are eating cats and dogs... but geniuses in the US think we should go there!
It doesn't look good for her. However, one of the most politically motivated justice departments in US history will not indict her.I suspect that the risks of Clinton not being able to run over this are non-trivial, and probably why it is a good thing that the Bern is hanging in there.
