This shouldn't be a surprise as most who are economically minded would surmise that when incentives are taken away, quality will suffer. I would bet that most uninsured in the US receive a higher quality of medical care than do the insured in most gov't run health plans in other countries. I'm sure many will disagree with that assessment, but it would be hard to prove one way or the other.
