In the US, we have 50 states, each with a governor able to resort to dictatorial powers? And each state governor doing what they damn please? If those countries had 50 states, like the US, would they have less infections and deaths or more? It is an apples to oranges comparison.
In these other countries the national governments provided clear guidelines which they had their "states" and local government impose. Except in the U.S. there was not clear national standard and every state & local government ran in their own direction -- making for a complete mish-mash of public health policies to address COVID-19. Hence the disaster we are facing today.
